If Richard Tisei has a good chance in a district that is far more Democratic than this seat is Republican against an incumbent who has far less legal issues than Rivera, Id say Garcia has a very good chance.

Garcia is hardly the best candidate (2 time loser) but the investigation should be enough trouble for Rivera.
