From what JCL told me about the bill, this Act passed with the overwhelming support by the Republican and Democratic Party in Indiana. Thus, I think it's fair to say that this must be a relatively uncontroversial bill. Nevertheless, I will read through the bill as thoroughly as I can so that I will be able to form an opinion on this issue.

The only major difference between the Indiana law and my proposal is the addition of an asylum clause. So they can spend time in programs (predominantly by faith communities) set up for the emotional, spiritual and if needed physical healing and wholeness. If they wish and with Nymans consents possibly extending citizenship or legal residency.

Why the Indiana criminal justice system?  Other than that, I support this bill.

I did see the word "Indiana" spotted once in the bill, which will need to be amended. If time is available this weekend, I'd also like to go through and amend the formatting, just so it's a little easier on the eye. Wink

Other than that, no qualms from me. I believe my representative was a co-sponsor on this.

That will be amended to read Mideast Regional Criminal Justice System.

I have read through the bill in full and can say that I support it. The only thing that has to be changed is the date in the first section of the bill, where it says the following:

"Note: This version of section effective until 7-1-2012. See also following version of this section, effective 7-1-2012."

This date has passed, so I suggest to amend it to a date at some point later this year if we want to follow the model of the Indiana bill.

Once the necessary amendments to the language of this bill are made, I will support it.

One word of advice from your friendly Attorney General; delete the term 'marriage' and insert the term 'civil union' to keep it in line with legislation and to ensure the effectiveness of the provisions.

Considering the bill was introduced by JCL, we'll accept the changes made.  The bill reads as follows.  I suggest amending it to what Afleitch said, and there are still areas that reference things such as Public Laws and amendments that need to be removed.

I removed all references to public laws and amendments that don't apply to Atlasia. However, I did not amend the bill according to the suggestions of the Attorney General because such an amendment is probably considered hostile by the sponsor of the bill.

This amendment is viewed as friendly by the sponsor.

JCL, do you want to amend this or not?

Seeing no debate, I'll bring this to a final vote.  This will be a 48-hour vote.  Members will vote AYE, NAY, or ABSTAIN.

I don't see the point in passing a statute that we can't enforce, and JCL hasn't shown interest in changing it, so NAY.

Voting is now closed.  The AYEs are 2, and the NAYs are 1, with 2 not voting.  The AYEs have it, and the bill is passed.  The bill is now passed to the Governor for his signature or veto.

You could still enforce the rest of it.
