This is either a sign that he's not running for president in '16, or that he is running for prez, but wants to move the party's position on immigration:

Probably the second; he's a Bush, of course he wants to be president. He just wants to have a chance to win first, before he throws his hat in.

2012 was his opportunity in my view, by 2016 (assuming Romney's defeated) there will be a strong bench lining up for the nomination that I think he won't run.

For the record, I think this is more a sign that he's *not* going to run, than that he is going to run.  If he was going to run, he'd write a "No Apologies"-like political manifesto on a broad range of issues, rather than focus on one issue that puts him at odds with the base.

Given the fact that Romney is almost certainly going to lose the election, barring something crazy like an Israeli strike on Iran, I think the next GOP candidate will be in a pretty good position to move the platform. Obstinance to change eventually gives way to a will to power. Most Republicans would prefer to have a moderate Republican in office rather than a Democrat. Similar thing happened here in the UK when Cameron tried to move the Conservatives to the centre. He experienced some resistance, but most Conservatives realised that some change was needed if they were going to get into power again.

Trust me, this will be a change for the worse. I'm guessing the 2016 Republican position on immigration will be to bring in lots of cheap labor so that American worker barely gets paid anything.
