Out of 1923 people in the segment of North Las Vegas that's not in CD1, of whom 43% were White, 24% Black and 21% Hispanic. Or did you mean the wider North Vegas part, and a figurative sense of "zero"? Well either way it's not going to happen again - this being an election for a Vegas rather an Reno based district, and a presidential year, either of which would be quite sufficient on its own to render that comparison point invalid.
