The Northeast Drugs bill
1. For a drug to be legally sold in the northeast it must be registered with the northeast government.
2 The Northeast government may only approve a new drug if it is proven in independent clinical trials to be better than any other similar drugs and a placebo.

This is another, more market based way of encouraging research and development. Basically it would stop companies just using research budgets on "me too" drugs, and would safeguard any successful research discovery for its discoverers.

I'm concerned about section 2. It seems like "better than any other drugs" would make it extremely hard to get new drugs on the market. Bore?

I can actually see you're point here with regard to some drugs classes like antibiotics, so there might have to be some sort of board to regulate this. The main aim of this is so that if one company develops a drug for, say motor neurone disease which prolongs life for a bit, they get the full benefit of the drug and no other company can steal their credit. Thereby encouraging companies to invest in r and d I could support an amendment so this only applies for certain disease.

I'm proposing an amendment:
The Northeast Drugs bill
1. For a drug to be legally sold in the northeast it must be registered with the northeast government.
2. The Northeastern government shall set up a panel of 7 medical professionals to approve new drugs
3.Unless specified otherwise by the panel,drugs may only be approved if they are proven in independent clinical trials to be more effective than both similar drugs and a placebo.
