Wow at 53! I'm not sure how I feel about it; its certainly interesting though. Culturally, I think NOLA would be a bit out of place, but if you're aiming to get the black population up, it makes sense. Mary Landrieu could probably hold it against a primary challenger; her dad helped to desegregate NOLA, so black voters have always been loyal to the Landrieus.

Great job with the rest of LA. I like the Gulf Coast district. The ArkLaTex district would be great for Max Sandlin.
