why is there a need for Howard Berman and Brad Sherman to get into such a pissing match with each other? There's pretty much negligible difference between the two. They both have nearly identical voting records and have a similar ethnic heritage.

Couldn't one of them have ran in another district to avoid an intra-party battle?

They're getting into a pissing match precisely because there is negligible policy/voting record differences between them. There's nothing else to fight about.

and aren't friends.

There are still two San Fernando Valley districts with but negligible territory removed - and one of them is now very very clearly drawn as a Hispanic opportunity district (which could have been done ten years ago - when it would have been weaker, the Hispanic bench in the area would have been much weaker, and Berman probably could have held it in a primary). There really wasn't anywhere else to run.

As was said, Berman's "East Valley" district was transformed into one that would only elect someone brown in color. This is the only CD in the area that would elect either, and even if one tried a different district, he'd still have to contend with another Democratic incumbent.

Berman would have gotten slaughtered in the East district. Minorities have come a long way since the 1990s in terms of winning minority-heavy seats.
