to takeoff? It seems that in just about all plane crashes that occur during takeoff (Chicago 1979, Queens 2001) everybody on board is killed. But for crashes that occur during the landing (Delta 191, Eastern 401) there are quite often a few dozen survivors and in the case of United 232, a majority lived.

The speeds tend to be higher at take off, but I think the most important aspect at work here is where the crash takes place.  Crash during landing your plane is going to be at or very near the airport, a place very much designed to assist plane crashes.  Crash during takeoff and you'll often find yourself a mile or more away from the air port, often in a forest, a neighborhood, a side of a mountain, etc.  A less than perfect place to do rescue work.

Landings are still scarier and more dangerous.

Maybe.  The plane would also weigh more, that would increase the ticket price and decrease the planes performance.  You'd also have to make them so they CAN'T be opened during regular  flight (for what should be obvious reasons), which would increase the price more.
