Actually Romney just started doing that in like mid-late September. He had just been running uniform ads in the swing-states, while Obama has been tailoring and micro-targeting his ads to specific states since the spring.

Super-pacs can't get the same rates as the campaigns. More of Romneys money comes from Super-pacs. Not sure why the Washington Post views this as novel information or evidence of Obama saviness.

It's also possible that Obama is spending less on more ads during less-watched programming, like daytime and late-night TV, while Romney is largely advertising in prime time.  That would allow him to air more ads but to a smaller targeted audience.  Obama has been microtargeting his ads.  Romney largely hasn't.
