Sample size of just under 700 for the whole state = tiny subsamples in the regions. So the fact that those are wrong doesn't say much about the poll as a whole.
Just toss it in the average.

For Christ's sake, this has George Allen leading by five points, which is an outlier compared to literally every other poll of the race in the last two months.

This isn't junk because Romney's leading, it's junk because it's radically different from every other data source we have on Virginia.
