What exactly went on here? Obama did worse than Kerry, pretty unusual for any non-Appalachian county.

I fully expected Romney to do well in suburban Philadelphia. Bucks (and Chester, where Obama also lost a lot of ground from 2008) is very wealthy. Montgomery County also had a big R swing. Delaware County actually swung Democratic; this is because though the western half of the county is like Chester (mix of wealthy suburbs/wealthy rural areas), the eastern half is basically becoming part of Philadelphia.

One of the whitest metro counties in the country. Less than 4% black. How does that happen?

Wealthy white suburbanites.  Romney picked these voters up everywhere not affected by Sandy i.e. NY, NJ, CT.  Not much analysis needed for that one.

This can be a funny county for trends because the Republican outer suburbs are growing while the Democratic industrial towns at the south end of the county are shrinking.

Most blacks that move to the suburbs go to Delaware (to a lesser extent Montgomery). Bucks County was the site of the second Levittown, and so was an early haven of white flight.

I think Bucks County is the wealthiest of the Philadelphia suburbs, also it is the whitest too.  If I am not mistaken I believe Obama did worse amongst whites in Pennsylvania than Kerry, the big difference is turnout and share of the electorate amongst non-whites was up from 2004.  Likewise I believe Montgomery County is more middle class while Delaware County has a larger minority population although I suspect Obama probably narrowly won the white vote in both.
