Good effort doing the research, but it's out of date: the Midwest is actually on it's fourth Constitution, which can be found here. I was confused myself at first too, because the Midwest page on the wiki links to the Third Constitution. Almost cited the wrong Constitution myself (on that note, I'm seriously considering doing some major wiki clean-up as a bit of pro-bono work).

The Regional Kommissær can't open ballot boxes, it's the Wizard Extraordinaire which can.

We still have to vote on one federal amendment, since nobody can open the box.
Asking the Wizard to resign wouldn't solve things, since there is no procedures to fill vacancies.
The Althing (legislature) can't do anything to fix that, since it can only introduce and debate legislation, it can only vote during the election periods, next one being in February.

Didn't Ebowed give the power temporarily to open the boxes, just ask again for power until the emergency ends, then try to fix it, you can't win in an election that doesn't happen.
