But wait, hasn't this become law? But out of good will, I will note that as the senior official over foreign affairs, the SoEA is uniquely qualified to assess the merits of overseas academic institutions.

^^^ I beleive this is the clause in question. You selected the Department of Federal Elections for that task, and it seems to be an odd choice.

Yes, this has passed into law I believe. But if there is a problem, we should move to fix it at the earliest possible opportunity.
