Isn't Germany itself one of the biggest weapons sellers in the world? I'm all in favor of preventing democracies from dishonoring themselves by selling weapons to reactionary regimes like Saudi Arabia, but I doubt Germany really has a moral high ground there.

Germany is certainly one of the biggest arms sellers in the world, but if they don't sell sh**t to S.Arabia and the like they might still have the moral high ground.  I don't know the answer to that, but I do know that the royal Saudis have asked for 6-800 Leopards, but so far the Germans are balking despite the fact that the order would ensure the Germans are still major players in the MBT game.

Since those are for military use, it needs a autorisation of the German Defence Ministry, which wasn't given yet.

Which actually has its primary headquarters in Bonn. However, 'Berlin' is an acceptable shorthand for the German government.
