I've been discussing this with Napoleon in private, and I've decided to reiterate my desire for a signature or veto, and then we will attempt a veto override if the latter happens. I don't, unfortunately, think there's any way to make both sides happy here, and I don't think this session has the time to craft a compromise even if it were possible.
