I said get a formal process started (for the purposes of bringing this to a vote). I never said anything regarding whether they did or did not count, that I recall. Whether they do or not is entirely up to your discretion as I the process is entirely unregulated save "select members from the Senators" and "select chairs from amongs the members of each committee with only members voting on their particular chair".
