Why did the NSC decide against allowing the Jordanian government to allocate the aid money?

Napoleon had the suggestion that this will allow for more immediate aid.

The reason for this bill is clear.  As the Syrian conflict continues, more refugees end up in Jordan, and the country simply cannot handle it.  This aid will help with that.

I don't see that as a problem.  I think we're perfectly prepared to distribute aid as soon as the money is in place.

I fully support the direct provision of any aid to the refugees. While I disagree that we couldn't expect the aid to be provided if given to Jordan, I believe direct provision will enable us to use our logistical skills and strengths to ensure that supplies arrive as quickly as possible.

I believe we would be able to undertake the operation in a very short space of time.

I concur. This bill will have my full support.

One thing I'm concerned about, though, is how we'll ensure the safety of our men and women on the ground administering this aid. I admit I'm not too familiar with the protocols of the state Department though, so it may be enough to not make any specifications about security.

If all questions can be resolved, I would like to open a final vote as soon as time expires on the minimum debate time. Of course that will require all debate to have ceased for 24 horus. I am hessitant to use UC for fear that the Secretary may not respond in time or more questions arise that can't be answered in 24 hours. If the situation warrants though, I would call for UC tomorrow though to ensure we can proceed with the final vote at the three day point.

For the record- I will be voting for this legislation as I am confident the Secretary has the ability to answer our questions to our satisfaction... perhaps by using our regional allies to do the work on the ground

Before I go on leave...

What normally occurs in this process is not that Atlasian personnel are on the ground managing the aid effort, although we are involved in the process. Should this Bill pass, what will happen is that the aid resources will be provided to those camps which have been established in concert with the Jordanian Government. Our role will be to purchase, deliver and in some cases distribute.

The personnel on the ground will be have the same level of security support that any Atlasian aid mission would have, there are operating guidelines as to the size of the security contingent. The camps are in an area that has been assessed not only by our officials but those of many other countries as being as safe as possible. Military personnel will be on hand to provide security, but we do not foresee the need for any additional personnel.

For what it's worth, this has my complete support. We should stand clear of the conflict itself as it stands right now, but I feel the absolute least we can do is humanitarian aid for the refugees.
