POLITICAL BULLETIN #1: COMMENCING THE CULTURAL REVOLUTION

In accordance with the seizure of political power by the working masses, the following measures shall be taken to destroy the capitalist social edifice and ensure the fullest possible freedom for the toiling masses:

1. The People's Republic of the Midwest hereby establishes fraternal relations with the People's Republic of China, the Socialist Republic of Viet Nam, the People's Republic of Laos, the Republic of Cuba, and the Democratic People's Republic of Korea. An attack on any of these countries shall be regarded as an attack upon the People's Republic of the Midwest, and shall be responded to accordingly.

2. A campaign to root out discriminatory attitudes among the Midwestern population is hereby declared. The television, radio, Internet, and all other forms of media shall feature broadcasts dedicated to rooting out racism, sexism, xenophobia, homophobia, transphobia, and all other forms of discriminatory thought henceforth.

3. It shall hereby be illegal in the People's Republic of the Midwest to publicly display the Confederate flag, the flag of the old United States of America, the flag of the Republic of Atlasia, and the flag of the Most Serene Republic of the Midwest, all of which shall be considered flags of high treason and treated as such by the Red Army. The standard of the People's Republic of the Midwest, the red flag of the labor movement, and the black and red flag of the anarchists shall be the only flags allowed to fly in the Midwest, along with any flags of individual state governments, provided that they have been modified to reflect the change in leadership in Denver, the provisional capital of the PRM.

4. A coordinated campaign of Red Terror is hereby declared against all enemies of the PRM. Local workers' councils are empowered to arrest, try, and execute all counterrevolutionary elements, following a thorough investigation and a fair trial, assuming the latter is possible under the conditions of civil war raging throughout the country. Executions shall be public and conducted via firing squad.

5. A draft is hereby declared for all able bodied persons aged 15 to 35, regardless of sex, for the immediate defense of the People's Republic of the Midwest.

6. The Midwestern Federation of Labor is hereby granted administrative authority over all workplaces within the People's Republic of the Midwest. Workers shall elect administrative councils in every workplace, who shall come together in municipal workers' councils to plan the municipal economy, which shall elect progressively higher councils to do the same at the state and regional level, with aid from advisory bodies such as the economic planning bureau.

7. All debts owed by the Most Serene Republic of the Midwest are hereby declared null and void. The financial system of the People's Republic of the Midwest shall be controlled by the People's Bank, which shall consist of an amalgamation of all existing financial institutions of the Midwest. The People's Bank shall seize all assets of rebellious capitalist forces and transfer them as property to the People's Republic of the Midwest.

8. All sin taxes, sales taxes, and excise taxes are hereby declared null and void. The People's Republic of the Midwest shall be financed by rent payments paid for land use by the various collectivized industries within its confines.

9. A regional industrial plan, the First Five Year Plan (2015-20) is hereby declared. The goal of said plan shall be the immediate re-industrialization of the Midwest, the expansion of heavy industry, and the production of war material to secure the revolution against the invaders and counterrevolutionary enemies of the people.

10. Agriculture is to be treated the same way as industry, i.e., agriculture is to be nationalized and planned as if it were any other industrial enterprise. Family farmers shall be paid in full for their holdings and transitioned to work as farm workers in the agricultural combines that shall result from nationalization, unless they would like to seek work elsewhere in the planned, nationalized economy.

11. All private, charter, religious, and home schooling is hereby prohibited. All schools not already part of the People's Republic of the Midwest education system are hereby integrated as component parts of it, and all education is declared to be free, comprehensive, socialist, and secular. University fees are hereby abolished and stipends shall be paid to all students over the age of 15 in the Midwest.

12. All racist, sexist, xenophobic, homophobic, etc, etc. groups are declared counterrevolutionary by the People's Republic of the Midwest and shall be liquidated. The People's Republic shall be protected by a Committee for Public Safety, which shall have the ability to infiltrate, root out, and destroy all hateful, counterrevolutionary enemies of the people. The penalty for participating in such groups and counterrevolutionary attacks upon the People's Republic shall be death by firing squad.

13. Transportation is hereby collectivized. Incentives for the surrender of private vehicles to the People's Republic of the Midwest shall be given by the People's Bank in order to coordinate the transport of all soldiers to the front for the defeat of counterrevolutionary bandits.

14. All communication systems are hereby collectivized. The People's Republic shall own all television, Internet, radio, and other media systems and shall allow for the free flow of content on these, with exceptions for counterrevolutionary propaganda, which shall be punishable by death via firing squad if found guilty.

15. A program to build and sustain nuclear reactors is hereby established. Likewise, the People's Republic shall embark upon the path toward uranium enrichment and thus, the building of nuclear weapons for the self-defense of the republic.

16. The People's Republic of the Midwest, in accordance with its role as revolutionary midwife of the new society, declares full support for all avant garde art, architecture, etc, etc. These efforts shall be financed via a Department of Culture, which shall have full freedom to promote all revolutionary arts against the barbarian culture of the decrepit bourgeois society.

17. No person shall be homeless in the People's Republic of the Midwest. All unoccupied housing shall henceforth be declared housing for the homeless, and all persons owning more than one home shall surrender (upon penalty of death for noncompliance) excess housing for the occupation of the homeless. All new housing construction shall be communal in nature.

18. No person shall suffer from lack of medical care in the People's Republic of the Midwest. All care is declared free at the point of use and all hospitals are declared public property of the People's Republic of the Midwest.

19. No person shall starve in the People's Republic of the Midwest. In accordance with the ongoing conflict, the parceling out of food shall be placed upon a ration-based system for the duration of the revolutionary war, and all persons, regardless of previous status, shall have the right to adequate nutrition.

20. Women shall not be slaves in the People's Republic of the Midwest. All women shall have the right to a job and the necessities of life (as shall all men), and shall have a right to be free from domestic work. The People's Republic declares its intention to build and administer socialized laundromats, kitchens, daycares, and ultimately, socialize all domestic labor via communal living spaces.

21. The People's Republic of the Midwest is officially atheist. All properties owned by religious organizations not specifically used for worship are to be seized by the municipalities in which they reside and a public campaign against religion is hereby declared.

22. The People's Republic of the Midwest hereby establishes the Young People's League as the official youth (15-25) organization of the Midwest and the Young Pioneers as the official children's (5-15) organization of the Midwest. Alongside these, the Women's Revolutionary League and Black Liberation League are established for the purpose of organizing against sexism and racism and pushing forward with the liberation of both women and blacks in the People's Republic of the Midwest.

23. The fullest possible sexual freedom is declared in the Midwest. No person shall be arrested or detained for participating in a consensual sexual act, and all reactionary anti-sex laws are hereby abolished.

24. All persons shall have the right to enjoy freedom from state harassment. All 'crimes without victims' are hereby declared legal, with exceptions for counterrevolutionary activity and 'white collar' crimes.

25. The right of all persons (excepting counterrevolutionaries) to keep and bear arms shall not be infringed.

The Fifth International shall be an organization of all working class parties committed to the revolutionary overthrow of capitalism in the bourgeois West and the overthrow of Stalinist bureaucracies in the deformed workers' states of China, Viet Nam, Laos, Cuba, and North Korea. We call for nothing less than the establishment of a proletarian world socialist republic, based upon workers' councils and workers' power. POLITICAL BULLETIN #3: REVOLUTIONARY CONTINUITY

Out of respect for past revolutionaries and the need to establish a new, proletarian bedrock whereby a workers state may grow forth and expand outward, the following changes are to be made with regard to the government of the Midwest:

GOVERNANCE

The People's Republic of the Midwest shall consist of different levels of government with varying levels of autonomy and administrative control. At the root shall be the Neighborhood Council, consisting of workplace councils within neighborhoods as defined by local governments at present. Neighborhood Councils shall themselves amalgamate into Municipal Councils, which shall be responsible for coordinating economic and political activity in a single municipality.

Municipal councils shall themselves amalgamate into Regional Councils, which shall themselves amalgamate into Socialist Republics (replacing the old State governments). The Council Republics shall amalgamate at the level of the People's Republic of the Midwest, and shall form the All-Republic Council, which shall meet at least twice per year. This council shall elect the Volkskammer as a standing legislature when it is not in session, and the Volkskammer shall elect a Council of People's Commissars to manage the day-to-day operations of the government.

INTERNAL DIVISIONS

The internal divisions of the People's Republic of the Midwest shall be as follows:

There shall be a number of Autonomous Socialist Republics, representing larger municipal governments, that will have a greater amount of power, roughly corresponding to the Socialist Republics. The Eugene Debs Autonomous Socialist Republic, or Eugene Debs A.S.R, formerly the city of Denver, shall serve as the capital of the People's Republic of the Midwest. Other Autonomous Socialist Republics shall include:

RED ARMY ON THE OFFENSIVE

The Council of People's Commissars is directing the Red Army, hot off of the successful occupation of the disputed territory of New Mexico (now Turkisblau Socialist Republic) to move forward with plans to invade and occupy the rest of the Pacific. Paratroopers have been deployed over the skies of Salt Lake City, Las Vegas, Los Angeles, San Francisco, Seattle, San Diego, and all other major metropolitan areas in the Pacific region, and Red Army tank crews are moving across the regional border to begin operations.

Operation Pacific Rimjob has commenced. The People's Republic of the Midwest calls on all working people in the Pacific to rise up against their capitalist oppressors and overthrow the government of the Pacific with all due haste. The integration of the Pacific into a unified People's Republic of Western Atlasia is the ultimate end goal of this revolutionary assault upon the bourgeois state, which shall pave the way for a Socialist Republic of Atlasia, should the government in Nyman not respect the ultimatum issued by the Council of People's Commissars last night.

As a Trotskyist, I unconditionally defend the states in question from outside attack or internal counterrevolution (i.e. attempts at destroying the proletarian basis of the regime). However, I do not support the Stalinist bureaucracies in those countries and support the overthrow of them by the workers in a proletarian political revolution. That may mean that the states in question reject my aid and support, but so be it. The question at hand, right now, is the destruction of the old republic. Once a new, socialist republic, has come into being, we can hash out our differences and change the direction of the international socialist movement.

Statement on Chinese Stalinists' betrayal of the international proletariat

Reportedly, the President of the Chinese deformed workers' state has made his opposition known to the proletarian seizure of power in the Midwest. This is unsurprising, given his disdain for the workers of his own country and his repeated attacks upon independent labor action and disregard for the proletarian property relations of the Chinese deformed workers state, continually pressing forward with a policy to restore capitalism in China and open the world's largest country up to penetration by Atlasian and European Capital.

The People's Republic of the Midwest does not shirk from a defense of the Chinese deformed workers state. If the PRC is attacked or aggravated in any way by the Japanese, South Koreans, Taiwanese, Republic of Atlasia, or any other capitalist or imperialist government, we would defend it with our lives. But we will not defend the Stalinist bureaucracy from its own people. We call upon the Chinese working class to overthrow the Stalinist bureaucracy and join hands with the Midwest in fighting for a socialist world.
