Sorry to interrupt, but as it's my budget for the Northeast that you're using as a template, I think I can offer some productive comments here, especially regarding the land value tax that I created in that budget that's now being implemented in the Midwest as well.

I would like to exclude areas of rain forests from the property tax.  The owners of such areas may be inclined to urbanize their land to make money, in order to keep up with said tax payments.  Thus, as a concerned tree hugger, I object to the current plan.     

Why not include direct limits on the kind of development allowed on these lands, which would then be reflected in a lower property tax assessment?

That would be preferable, yes.  And actually, now that I'm on the topic, I would like to put restrictions on all other forms of deforestation as well (but to a smaller degree than to those on rainforests, possibly).

This not a legislation thread. It is just a committee, you can propose your reviewed budget even here and then the Speaker open a thread to vote the budget...

If we exempt areas classified as rainforests from property tax outright, then that will encompass 11.5% of the Pacific's territory but only 3.2% of the region's private land ownership - for a reduction in revenue of $4.446 B (new deficit: $83.854 B).
