If one defines that life begins at conception, wouldn't abortion be considered homicide even before 12 weeks?

Yes you could argue that. Where I feel an abortion should be illegal is between 8-12 weeks.

Paternal tests are necessary to make sure the minor wasn't taken advantage of. In most cases, the father won't be able to provide assistance but if there is a way for the father to provide financial assistance then he should be doing so rather than the government. We should be encouraging fathers' involvement in child raising.

Well, technically a mass of cells is "living", so if you want to go the literal way have at it.

But inanimate zygotes are not human beings, so if that's what you mean(you probs are), then no. If I remember correctly, the fetus becomes viable after about 6 months, or something along those lines.
After 6 months you want to restrict abortion? I'd mostly agree with you.

But before 6 months? Nah bra



And what does Hitler's attempts at population control have to do with abortion...?

It fits in with population control which is something we can't let the left achieve.
