IL-4 will be up there, but perhaps not the top 10. The current estimate puts it at about 36% foreign born.

Assuming I've copied and pasted the census bureau's fragmented data correctly, the top ten 113th Congress congressional districts with the highest percentage of foreign-born population are:

1) FL-27  54.75%
2) FL-25  52.66%   
3) NY-06  51.79%   
4) CA-34  49.90%   
5) NY-14  48.21%   
6) FL-26  48.01%   
7) CA-17  45.19%         
8) CA-29  43.73%   
9) NJ-08  43.16%   
10) NY-05  43.09%   

Note that foreign-born doesn't include those born abroad to US citizens.  Those people are grouped with native-born Puerto Ricans and others born in US territories, for some reason.

The five districts with the lowest percentage of foreign-born residents are:

1) KY-05   0.65%
2) OH-06  0.77%
3) WV-03  1.07%   
4) WV-01  1.09%   
5) MO-08  1.27%   

IL-4 will be up there, but perhaps not the top 10. The current estimate puts it at about 36% foreign born.

IL-04 is 23rd.

Because both are  not foreign born (being citizens by birth) but not born in any state of the US (interesting for the crosstabs) either.

Speaking of which, the top five CDs with the highest percentage of those born in the same state are largely in the rust belt:

1) MI-04  85.03%
2) NY-27  84.93%
3) MI-10   84.47%
4) MI-05   84.34%
5) MS-02  84.06%

And the bottom five CDs for those born in the same state are, unsurprisingly, in sun belt areas:

1) NV-03  21.55%
2) NV-01   22.52%
3) FL-19   24.33%
4) VA-08   25.02%
5) FL-21   25.20%
