Require schools to test students each year.
Yes, definitely.

Allow schools to display God Bless America.
Yes.

Under God in Pledge of Allegiance.
No.

Allow for voluntary school prayer, but not teacher led.
So basically the present policy? Yeah, sure.

Make standards clear to the entire nation.
Yes.

Teachers must be recertified every four years.
More frequently -- say every three.

Lower student to teacher ratio by building more charter schools.
Lean no.

Allow parents to choose any school in their county with vouchers even private schools.
No.

More funding for Black and Hispanic scholarships and grants.
Gotta say no to this one until you specify where the funding is coming from. And it shouldn't be specifically for racial minorities either.

Keep schools repaired and renovated.
Yeah, but that's a local government thing.

Keep decisions in the hands of parents and teachers and not bureaucrats.
No. Make the bureaucrats accountable, certainly, but I don't think parents who don't necessarily have any specialty in a subject should be allowed to make decisions about how it should be taught.

Parents and teachers know how their kids are doing better than politicians in Washington D.C.
Depends which parents, which teachers, and which politicians.

Use tax money for entrepreneurial private schools.
No.

Allow for school vouchers in Washington D.C.
No.

Encourage local governments to fund after school programs along with federal and state.
Depends on what you mean by 'encourage', but sure.

Intelligent design belongs in religion class, not science.
There should be no religion class and no intelligent design in biology/science.

Provide school breakfasts for low income students.
Certainly if this can be afforded, but a good-quality education should be prioritized over this; a school district that doesn't pay competent teachers well and is in debt can't really afford to do this.
