Article V, section 2, clause 5 is amended as follows:

Any registered voter who fails to vote in elections for six months for which he is qualified to vote shall have his registration no longer considered valid. The said voter may only be deregistered after missing three federal elections, not including runoffs and special elections. A vote in a special election or runoff will be counted towards activity the same as a vote in a regular federal election. This clause shall not be construed to deny a forum user the right to register anew.

I don't support this amendment. The six months/three elections limit exists for a reason; three Atlasian elections are held in each six-month span. What this amendment does is potentially irregularize the length of time that it takes for a voter to be deregistered. Furthermore, it is ambiguous; will a voter be deregistered after not voting for six months, or after missing three federal elections? I don't know, and I would have to know in order to vote for this amendment.

I assume that this will be passed by the people, so I don't think re-amending it would work, although you could try.

We vote on it as a Council, so there's nothing to be passed by the people. That said, there's also nothing to amend, since this amendment is unnecessary; I want to reject it outright.

I don't see anything in statute that refers to any formal federal amendment ratification process. We should probably make one. Until then, I believe we should honor the public voting booth on the issue. That's what I meant when I said "passed by the people."

Yes, yes it would. I was just about to push it through again. The problem is that we're going to lose our Speaker rather soon (again), and he's currently pushing a more federal agenda for obvious reasons. Tongue
