The aim of this bill is to target areas in our budget which can be cut without having a deterring affect on our economy.  That way, dollars will be better invested in our region and our government will be modernized and made more user-friendly in the process.  If passed, the bill will give local agencies the incentive to spend less and to spend wisely, rather than promote "hurry-up spending" at the end of the fiscal year, which has often resulted in the purchase of millions of dollars worth of goods and services that had no demonstrated need for.

For any amount saved by an agency, 50% will be put towards the deficit, and the other half will be left to be spent at the agency's discretion in the next fiscal year.  The Emperor will be responsible for tracking and reporting to the Legislature how much money this project saves.

     I was thinking about our prospects for spending reduction, and this is just about the best way we can go about it. I don't know if you'll want to change anything as a result, but FYI the yearly budget is posted at the beginning of the calendar year. As a matter of fact, it's coming up soon.

I think the bill in its current form is fine, unless you think there's anything in particular we should change.  Do you feel there is not enough time for the appropriate committee to act?

     I was thinking that you might do well to make the committee reports yearly, timed to shortly precede the new year's budget. Though that's supposing you want to make the committee permanent, which is not exactly clear to me.

How often are revenues kept before being spent? I'm not sure how long they would be left unused in a normal year, especially in one where we are running a deficit or the budget is in balance.

Well, that depends on the laws of our region.  This law would apply to every department of our government that spends money, which includes police, defense, benefits, etc.

So I guess while I was gone added a state-run bank to this bill..

Not exactly.  The depository basically has the same role as the Treasury.  The only difference is that through the depository, the Treasury could offer people loans using money that isn't spent on expenditures and actually gain revenue as a result.  However, if my amendment somehow triggers a real debate on whether we should have a public bank, then it's already doing its job.
