While I understand that cost may be of concern to our legislators, I think the outcome of this bill will demonstrate money well spent.  It's become increasingly clear that finance is an important skill to have, regardless of one's career aspirations.  We constantly hear students complain that most of what they learn in school has no demonstrated use, and as a result students have become more likely to dismiss the skills they do learn and consequentially, of course, grades suffer.  I believe that equipping students with these skills will better prepare them for life, and that passage of this legislation will help our schools achieve that goal.

I don't think limiting this to HS students is a good idea. It would be better to offer free voluntary classes to all age groups.

Students are less likely to forget what they learned if they take this course in high school.

I don't think that's necessarily true. People tend to remember information they use, regardless of when they learned it. I'm not in favor of forcing High Schoolers to take an extra class while simultaneously excluding adults who need help.

Will adults be able to take this class?

Well, hypothetically, if an adult were attending high school, then they could take this class, but I believe adults who never graduated high school are typically enrolled in night classes.  That isn't likely to be the case for most people, though, because the IDS overhauled its education system in a similar fashion to the Northeast.
