As for Adams, he was the last good President until Abraham Lincoln. Unfortunately, the practical side of that equation (actually doing stuff) would go to Polk for getting what he wanted done, regardless of what that was.

A deal with Clay was unnecessary, so I don't really believe there was one. Clay had three choices of who to support: Jackson, Crawford and Adams. Crawford was out because of his health and the fact that he was hostile to the tariff. Clay also regarded Jackson as an uneducated monster who would turn into a military dictator. He was also jealous of Jackson undercutting his western power base of support. Adams was really Clay's only choice.

He's speaking on a subjective basis. Morally, Adams was most in the right of his contemporaries. However, in terms of a president's objective "greatness", one would have to consider their success in passing their agenda and maintaining popular support, both of which Polk ranks high with. Adams, on the other hand, while easily ranked as one of the best men to hold the office of the presidency in his time and era, was nonetheless a failure as a president.
