Claiborne Parish has a state prison, so a substantial segment of the African-American community can't vote.

Off topic-but isn't Claiborne Parish home to Angola State Prison?

No that's W. Feliciana which is 46% African American by population but voter registration is 2-1 white (4900-2400).  Claiborne is 51% African American but voter registration is 4900-4000 white.  The prison isn't as large as Angola but does obviously impact the voting eligible population.
