The issue is that football is not regarded as a 'safe space' by a lot of people; in recent decades footballing authorities have (rather belatedly, but whatever) come to terms with this fact, and so now stamp down on the sort of behavior they would once have blissfully tolerated.

Say what you will about the English FA (and obviously there is a lot to criticize), but they're one of the few football bodies who actually seem to take racism in the sport somewhat seriously.
