What do you think? (I know not all of these candidates announced they would run, so don't get mad.)
Frost couldn't even win his own congressional seat.

Yeah, but the Republicans needed Tom DeLay to gerrymander Texas so the Republicans could gain seats. If it weren't for DeLay's creative thinking, Frost would be in congress right now.
The districts were based on the 1991 Frost plan, the one that SC Justice Stephens said committed "geographical atrocities", and which the federal district court said was "patently ridiculous".  There is no reason that the legislature should not define congressional district boundaries.
