I hope the bill is fairly self-explanatory. With the growing pressure on farmers, especially with the ending of subsidies at the Federal level, our small farmers are always the first to feel the pain of any decrease in crop production and revenue. These types of farms, like our small businesses, tend to employ regional citizens and service the regional economy with fresh produce and meats. I did not include a cap on the loan limit because I believe that a limit could potentially hinder upgrades and relief from crop failure. The Department is expected to make reasonable and rationale loans. I look forward to feedback.

I really like the idea of providing financial help to small farmers across the region, so I totally support this bill.

But I really feel this tidbit should be clarified or re-written since it seems rather confusing.

I'm all for helping the farmers, but 1 billion seems a little bit high to me, I would prefer setting a smaller amount to see how the bill works during a year, then ask the GM for details and increase the amount.

Now, addressing Arturo's concerns, I think we could amend the bill this way:

I like the re-write. However, I do want it to be $1 Billion. So for that I say hostile. However, if Cris and Arturo like the reduction then I will support the final amended legislation.

I didn't see that, yes that was my intention.
