Not that the spoils system was a good thing, but in practice "civil service reform" was code for throwing blacks out of government jobs.

Garfield was still the best president of the Gilded Age (I don't count Grant under it), or more accurately the least awful for obvious reasons. Voted FF.

I guess a "good guy", but not in terms of "OMG super awesome politician!" way. I don't think I'd've supported him or anything like that, but I don't count him as a horrible person by any stretch, so, hey, whatever. FF.

First (and only) US president who was a minister.  He also had a very nice record on civil rights and, concurrently, universal education, even though he wasn't able to get either done thanks to Congress.  Overall, FF.
