Not only ugly, but it looks like Vancouver Island has been ceded to WA. Did the tweet indicate why such a map was drawn?

I don't know the answer to this, but just guessing - is it possible that it's some sort of puzzle or game where the states are meant to fit pieces of roughly the same size? It looks like the distortions are mostly intended to have the states be similar in size.
