Besides DRA, what are some Redistricting/Redistribution utilities for different countries?

The Plan Builder Utility appears to be pretty good for the UK, although it lacks partisan/demographic data (although it's understandable why).

I like this one because it has the "draw a rectangle" and "draw a circle" tools.  DRA would be smart to implement this in a future update.

A similar redistricting app, http://floridaredistricting.cloudapp.net/MyDistrictBuilder.aspx, exists for the state of Florida.  It does have the circle and rectangle tools, but does not include partisan data.

DRA let's you color in rectangles.  Hold down the Ctrl-key to color a rectangle.

The Public Mapping Project developed its own open source software called District Builder. It was used in a number of competitions, including OH, NY, MN, and VA but most have been disabled. Fix Philly Districts is the only one that still has an active web page and you can view an example plan, but I don't believe that it is still set up for editing.

For France, you can use Géoclip for that purpose (click on an area while pressing shift to get combined data for several areas) although it's a bit more tedious to do, only goes down to the commune level, and lacks most of DRA's tools.
