I guess so.  And the shading denotes their moderate/extreme persuasion?

I have absolutely no idea what election match-up would produce the map though.

Edit: Actually, that shading wouldn't apply to Gov. John Hoeven of North Dakota, who is a moderate.

I think the shading is what % of the vote they got.

Arnold is definitely not the most liberal Republican governor.

Celucci/Douglas vs. Breaux/Freudenthal

Celucci makes an anti-New Jersey comment, and Byrd gives huge support to Breaux.  However, Breaux decides not to run ads in Arkansas, and he criticizes the city of Baltimore to a large extent.  Also, there is a strong liberal third party.
