What did they ask?  Because I didn't see anything like this in that PDF.
"Thinking about the Affordable Care Act, sometimes called ObamaCare, and the Cover Oregon
program, would you describe them as successes, failures or something in between?"

Considering what an abject failure the Cover Oregon exchange has been, that question is almost certainly to turn those polled against Democrats, despite the fact that this being OR they will still almost certainly win comfortably. Also, it was asked before getting the horserace numbers, which is a big polling no-no.
