With a Tory majority in the Commons, and the stonking Tory majority in the Lords, I suspect even Balfour is going to be forced into tariff reform, ie protectionism, just along the lines of Germany and Republican America. Historians are going to differ whether tariffs in the 1910s/1920s would benefit Britain.
Given just about every other developed country (and every British Dominion too) were going on that road, I'll happily take the approach that they may as well have done it as it would have stopped 'dumping'. Wouldn't have prevented WWI though - may have hastened its approach.
Of course also Lloyd George's budget doesn't go through if the Tories win in January 1910, and so nor does the Parliament Act. Perhaps the Lords ends up on the lines of the Australian Senate - but then perhaps the public push for socialism happens sooner...
