Yeah, how dare Shaheen support the policies of the guy NH voted for twice...

It's always a mistake to assume that a vote from a swing voter represents support for the entire platform of a given candidate. Oftentimes, it's a vote for the "lesser of two evils". I highly doubt that the swing voters of NH who supported Obama in 2012 support 99% of his platform.

His entire platform never came up for a senate vote, so how can Shaheen have voted for 99% of it?

The White House announces in advance whether it will sign or veto a bill, so "voted XX% of the time with POTUS" claims are based on that.
