That's the view if, a majority agree with a premise, it's correct, even if it's not objectively the case.

How is it objectively the case?

IIRC correctly, at least anecdotally, there was a nasty ice storm in the region shortly after Obama took office and the FEMA response was less than optimal.

What was it that Obama has done for KY that should make that 60% of ingrates grateful?

If I remember correctly, FEMA did pretty good that time.

No president since LBJ has done as much to improve the lives of Kentuckians as Obama has. That's a fact. Too bad they're too racist and xenophobic to realize it.

Evidence of that "fact?" I'm pretty sure roughly 60% of the citizens in the state disagree.

That's kind of not how things work. A large percentage of Kentuckians have become insured, which is a fact. Whether or not they want to give the President credit doesn't have any bearing on the truth. When you have these miners would won't give up on a dying industry foolishly still working for greedy employers, healthcare is a must.

Hopefully blue states start creating their own health-care legislation like Saskatchewan or Vermont (or even Massachusetts) and leave the rest to their fate. Environmental stewardship must remain enforced at a federal level, though.

Finally a decent poll! It'll be close but not close enough. "Lean R". Oh well.

Dems are a little bitter since this looks like it is going to be a difficult election cycle for them. They have to contend with the six-year itch, though, so it was really quite expected that this would be the case.
