Specifically, Congress is in recess from March 30 to April 10, and all three are expected to announce their candidacy during that interval.

The article also gives these estimates on the timing of other candidates:

Graham: mid-May
Bush: summer
Walker: "after a spring legislative session — perhaps not until midsummer"
Fiorina: late April or early May
Carson (already has an exploratory committee): first week of May
Perry: late May or early June
Santorum: some time in the spring
Christie: "in the next few months"
Jindal: "a couple of months away"
