I'm getting tired of everybody putting off officially announcing.  I'm ready for some action and news that's a little more than just speculation.

Sanders has said that he'll decide on whether to run by March, though unclear on whether he'd launch an exploratory committee, or just go straight to a full campaign.  Carson will reportedly launch an exploratory committee in March.

When was the last time that we entered March and no serious candidate had yet announced at least an exploratory committee?

In all seriousness, possibly 2000? Depends on if you consider Bill Bradley serious or not.

Paul Wellstone formed an exploratory in late '99 IIRC.

You may get a few at the end of March but i think April will be the month when you see some SERIOUS contenders announce.

You're probably not going to have announcements in March because of campaign disclosure laws. Those mean candidates have to reveal how much they raised every quarter, and someone who has been a candidate for the entirety of a quarter will have raised more money than if they had been a candidate for a few weeks. For candidates they'll raise enough money to be competitive, waiting until April delays the news story of the first 2015 disclosures.

At this point in 08, both Obama and Clinton had formally announced.

Not really, no. Mainly some more exploratory phases of their respective campaigns but not a full on launch of them. That will be 2nd week of April and later per FEC reporting. They don't want the press to run first thing with little to no funding for their first quarter.

If Hillary is really not going to run, she ought to say it right now. Otherwise she could annoy not only her millions of supporters, but also other potential candidates, who were afraid to make an announcement of their candidacy due to Hillary's superiority.

If she wasn't going to run she would've announced it in January or earlier.

I agree.  If she's hiring staff in the key states like the tea leaves thread suggests, then her candidacy has basically already started even though she might not announce it for a couple months, yet.
