That article is clear: http://www.dailynews.com/government-and-politics/20150211/los-angeles-mayor-eric-garcetti-keeps-low-profile-on-charter-amendments

City council in presidential cycle, mayor in midterms (right now, it's council in 2011-2015-2019... and mayor in 2013-2017-2021). Next term will be one year and half longer (term will begin in next January instead of July). So, 2011-2015-2020 for council and 2013-2017-2022 for mayor.

It's about time.

Now pass a national amendment to make House terms four years, Senate terms eight years (into two classes), and consolidate gubernatorial and statewide elections onto Presidential years.

I second that notion. Governors would accurately reflect the state. let's not forget state legislative election as well.

I wish all mayoral elections do this. Maybe not always on Presidential years, but certainly on even years.
