It would likely only occur if he's done a good job. That would mean he's currently pandering or has figured out the ideal way to govern.

If any of what I have listed here happens it's a victory for liberty, economic prosperity, and small government. If all did, Ted Cruz, or anyone who was president when it happens would be considered a great president.
The Senate was meant to represent the intrests of the states as the House was meant to be the intrests of the people. This was put in during the Progressive Era to undermine states rights.
