I feel our current system of 20% of surpluses should be increased to 50%. Should the worst hit the region, we would want as much of our surpluses as possible to be made available to us.

Not entirely sure I understand the point of this bill. If we need to spend more money, we can always dip into the Free Cash Fund - which can be used for disaster relief as well. This bill would unnecessarily restrict about $9 billion a year that can be used for other purposes, and I'll be vetoing it if it hits my desk.

I don't know about this. It seems kind of unwise to lock away portions of the surplus like that, especially if we're not sure how much longer we have one. I'd rather that money be useful.

It's always good to have a good bunch of money in the Disaster Relief Fund, but Governor Sawx has made a very good point.

30% seems fair. I might have even been willing to see 35. I just thought 50 was a bit too much just locked away.

We got rid of the requirement to appropriate budget windfalls to the Disaster Relief Fund for good reason. We used to have that and it just resulted in billions of dollars being tied up.

We have not. Like we said, we can always dip into the Free Cash Fund if we ever do.
