In the meantime,  http://www.ysk.gov.tr/ is still down for me.  Most likely there is so many hits that it went down due to capacity issues.

I always wonder how this is possible (not just in Turkey) ...

Do these precincts not have election commission members present from all the other parties who can call the police if they see it ?

It's pretty obvious that there was/is massive vote-rigging and intimidation going on, based on various reports. The police and military even seem to co-operate with the AKP in throwing international election observers and Kurd-Party observers out of voting places and intimidate them:

The reporter - who was calling in to CNN Türk by telephone - sounded extremely frantic. She said there was a disagreement over how the ballots were disposed of, but was drowned out by shouting bystanders.

She reported votes were still being counted at other tables in the room unconnected to the squabble and that the situation calmed down as police intervened.

The websites of pro-government newspapers like Sabah and Yeni Şafak have begun to put out what they call results under the titles "Party 1", "Party 2", "Party 3" and "Party 4". Their colours match those used by the four main political parties.

The Yeni Şafak map - which it says relies on AA figures - is a sea of yellow.
