I think having a strict time limit is a bad idea. There is never a one size fits all solution. Reviewing the case after 12 months and terminating the benefits if it isn't entirely necessary to provide them is fine, but there will be plenty of cases where someone is doing everything they can and will be totally screwed if they just suddenly lose their benefits after 12 months. In those cases, it'd almost have been better not to get the benefits at all.
Sure it is ideal that it is a temporary aid, but there are too many factors to consider to set uniform hard deadlines.
