cinyc brought up that the voters didn't vote on this amendment when it passed last session, so now it needs to be passed again in the Assembly. The amendment will allow more leeway for missing Assembly matters than there was before.

I support this amendment, but for the sake of organization (and at the request of cynic) submit this amendment to change the name of the amendment to the "Assembly Inactivity Amendment".
