Seattle:
Earliest implementation of $15 minimum wage will be January 1, 2017, (employees of companies with more than 500 employees, not receiving health benefits, ie part-time workers).
Latest implementation of $15 minimum wage will be January 1, 2024 (employees of companies with few than 500 employees).
As of January 1, 2025, the minimum wage will increase for all workers every year based on inflation.
Los Angeles:
Earliest implementation of $15 minimum wage will be 2020 (employees of companies with more than 25 employees)
Latest implementation of $15 minimum wage will be 2021 (employees of companies with few than 25 employees)
As of 2022, the minimum wage will increase for all workers every year based on inflation.
New York (proposed):
Earliest implementation of $15 minimum wage will be December 31, 2018 (fast food workers in New York City)
Latest implementation of $15 minimum wage will be July 21, 2021 (fast food workers outside New York City)
No proposal for non-fast food workers.
No proposal for annual increase based on inflation.
In summary: The Seattle plan is flawed because it will take nearly a decade to kick in, by which point inflation will have negated most of the increase. It also uses an extremely loose definition of "small business" to determine who is allowed to drag their ass. The New York plan has an even more gigantic, glaring flaw, it only applies to workers in one arbitrary industry. It's also the only plan of the 3 that doesn't account for inflation. The Los Angeles plan, however, is surprisingly pretty good.
