The Parliament of South America has little authority over the national militaries of each South American nation - by and large, the national governments continue to control their own military forces. This legislation would lay the groundwork for integration without trampling on the individual jurisdiction of the national militaries, by binding us together with a governing body and a mutual defense pact.

The Workers Party condemns this piece of militarist legislation. We oppose all attempts at the construction of a continent-wide army that will inevitably be used by the Con-Lib government or its labor lieutenants, the Socialist Party, to break strikes or engage in imperialist conflicts abroad. Down with the Con-Lib government!

This is the first step towards a military coup, something that our fair continent has had more than enough trouble with over the centuries. Article 1 in particular is just asking for trouble.

I'd raise to the House that this bill follows the precedent set by NATO, indeed this government looks at how NATO has provided stability, security and protection for Europe since it's creation in 1947. This bill has the safeguards in place so the idea that it will lead to a 'coup' is simply incorrect-not only is a 2/3rds vote needed for any chance but there's overview by the Foreign Secretary. The safeguards are in place

Few substantiative objections have been raised to this piece of legislation. It is generally accepted that we need some kind of organizational structure for this continent’s militaries. While we cannot proceed with full integration at this time, there seems to be little problem with a multinational council and a mutual defense pact. Mr. Sibboleth’s objections concern the likelihood of a military coup, but he fails to explain why a military coup is more likely after the passage of this piece of legislation, particularly when considering that there are no treaty restraints placed on national militaries in the status quo. This legislation binds together the continent’s militaries, in the ultimate interest of security and stability. I urge its passage.

Whatever the increasingly shrill protestations of the Leader of the Opposition one would imagine that escape characters are automatically removed when legislation enters statue - it's not as if the articles of the Constitution Act are punctuated with [/ls].
