How do you determine if a 10-year-old's boobs are, er, mature enough?  Should there be an age limit as to who is allowed to have sex with someone of her age (i.e. yes for a 12 year old but no for a 45 year old)?  What if she changes her mind after giving consent; is that valid?  Too many problems with legalizing pedophilia (besides the fact that it's disgusting).

Well it's not actually her boobs I was thinking of, but her menses. Should clear up question no.1.
Part 2...not legally. Morally, obviously there is one. Nothing immoral about kids screwing around. As long as they use contraception.
