If it isn't too late, I nominate Nagas, for I believe he has the courage and tenacity to drive the Pacific Council forward during this time of stagnation. Or whatever. Also because I don't want to do the thing.

Seeing no others nominated, Nagas has unanimously been elected Speaker of the 18th Council.

I will be introducing some legislation later tonight (or tomorrow).

Congratulations Mr. Speaker on your Election. today I would like to Table  the  Fourth Pacific Constitution Amendment - November 17th 2015. this amendment will ensure that government is not bound by a balanced budget, and can ensure that all Pacific Citizens will get access to the services that they need. This bill does not endorse reckless spending or even deficits for that matter, but instead ensures  the Governor and this Council are able to have all their options open surrounding the budget.

Seeing as the region is to be completely dismantled soon and a new constitution to be drafted with the Midwest, I would like to ask members to refrain from offering amendments if it is not an emergency.

Restore our Rivers (Pacific) Act of 2015

1. The Ice Harbor Dam, Lower Monumental Dam, Little Goose Dam and Lower Granite Dam located in the Columbia River watershed shall be slated  for destruction at the earliest possible date

2. A commission shall be created to assess the environmental impact of other dams located in the Pacific Region, as well as the effect to the local community of the elimination of the dams

3. Dams identified by the earlier stated commission to be defunct/harmful to the wildlife in the river, with the cost not outweighing the benefits, will be retroactively torn down according to the guidelines put forth by the committee

Mr Speaker I would like to speak in favor in the Restore our Rivers (Pacific) Act of 2015. As a proud member of the Pacific Region and Washington. I can not say how impotent it is to not only protect are environment but balance are economy. For far to long we have focused far to long on Economic development and not enough on the environment. This act will demolish two troubled dams, while looking closely at the Environmental impact and effect on the local community of the remaining dams on the Columbia River Watershed. This act will ensure only unnecessary Dams on the Columbia River Watershed are eliminated while Dams deemed  valuable will be protected. I encourage my fellow Counselors to vote yes on this bill. Thank you Mr Speaker
